of competition in the hospital sector. >> all right. here's your california -- here's your los angeles, san francisco comparison which gets, i think at the point you were mentioning. so this looks at the cost per day in the hospital in california for 2011. and what medicare pays and what commercial payers pay and this is adjusted by cost of the living. medicare pays more. for whatever reason, cost per day is higher in san francisco under the medicare program. if you look at commercial payers, they pay much more in san francisco than los angeles. well, one the main reasons is los angeles is a much more competitive market. within 30 miles of usc, there's 70 different hospitals and there's not so much systems so the plans can negotiate to keep prices down. they can pick this hospital and that hospital. they're not forced to take and some marks they are , and that's why prices have gone up. at the bottom you can see this kind of summary measure is in san francisco, commercial plans pay 240 percent of medicare and in los angeles it's close to 200 percent. and that points to the differe

to start by telling you a story about something that happened in los angeles a few years ago. a group of health activists set up a kind of sidewalk clinic for day laborers, to test day laborers for hiv. and so a young man, omar sierra, was on the street corner that day, and he went to the clinic and sat down in the chair, and the nurse who was at the clinic, she tied him off and inserted the needle to draw his blood, and all of a sudden everybody saw these border patrol agents coming across the street. and so, of course, everybody ran. and omar, he tore off the tourniquet, and he pulled out the needle, and he got up, and he ran just like everybody else. and omar, he was lucky because he got away that a day. but a lot of his friends didn't. and so he went home, and he was very upset by what had happened and what had happened to his friends, and he wanted to remember what had taken place at that clinic that day. and so he wrote a song. and i'm not a good singer, so i'm not going to sing it to you, but i am going to tell you kind of what some of the words were because i think they're ver

. these are various projects. los angeles storm drain system. they raised the dam. your water is a product of pw a. they built the sacramento water reservoir. the fans were so well built that in fact, they are still in use. the engineers said we have to replace a ball bearing. we of course, have neglected our infrainstruct our and it's rated to be a d and dropping. so if you don't pay your taxes, things do fall down. much of it is things that were built during the new deal. fortunately, they built them very well. so the stuff was really built to last. but, if you don't have taxes to run a state. i expect we will see more of that stuff. i will give you a brief tour that we take for granted. the commitment to public education in all its manifestations. public schools from kindergarten to higher education. there are thousand of new deal schools built within less than ten years. many have art work in or on them. this is berkeley high school. you shall know the truth and the truth shall make you free. the schools are always telling you that public education can make you better. it should be free. now,
